Moeve to build Southern Europe’s largest green hydrogen project in Huelva

Moeve has approved the final investment decision to begin construction of the Andalusian Green Hydrogen Valley in Huelva, Spain. The project will position the region as a major green hydrogen hub in Europe.

The first phase, called Onuba, will become Southern Europe’s largest green hydrogen project. It will launch with an initial capacity of 300 MW, with the option to expand by an additional 100 MW.

The project will involve more than €1 billion in investment. The funding includes infrastructure development and a self-consumption photovoltaic plant.

Moeve will lead the project with a 51% majority stake. The initiative also includes participation from:

Masdar (Abu Dhabi Future Energy Company)

Enalter, majority owned by Enagás Renovable

The partners aim to accelerate green hydrogen production and renewable fuel development in Spain.

The project has been designated a Project of Common European Interest (PCI) by the European Commission. It also received €304 million in funding from the Government of Spain under the NextGenerationEU recovery program.

Once operational, the 300 MW facility will produce around 45,000 tonnes of green hydrogen per year. The plant could reduce approximately 250,000 tonnes of CO₂ annually.

The hydrogen will support aviation, road transport, and marine fuels, while also helping decarbonize chemical and fertilizer industries.

The project will strengthen Spain’s role in the energy transition and green hydrogen development across Europe.
