HUMAIN, the PIF company delivering full-stack artificial intelligence capabilities globally, and DataVolt, a developer and operator of sustainable digital infrastructure, have announced a preliminary framework agreement with Nebius, a leading AI cloud company listed on NASDAQ, for data centre capacity at Oxagon, NEOM’s advanced industrial city on Saudi Arabia’s Red Sea coast.
Under the proposed framework, Nebius would become the anchor customer for the planned AI giga campus, with the contemplated offtake representing up to 50MW, equivalent to half of the initial 100MW currently under construction as part of the first phase’s planned 360MW total capacity.
The preliminary framework was reached six weeks after construction commenced, marking a significant commercial milestone. Proposed capacity is expected to become operational in phases from the fourth quarter of 2027, with Nebius expected to deploy NVIDIA-powered computing infrastructure under the agreement.
The agreement, signed on the sidelines of NVIDIA’s GTC Berlin conference, brings together HUMAIN’s full-stack AI ecosystem ambitions, DataVolt’s infrastructure development and delivery expertise and Nebius’s demand for high-specification data centre capacity to serve a global customer base.
Tareq Amin, CEO of HUMAIN, described securing Nebius as a first customer as a clear demonstration of international demand for the infrastructure being developed, framing the project as building a globally competitive full-stack AI ecosystem connecting infrastructure, compute, models and applications.
Rajit Nanda, CEO of DataVolt, highlighted the speed of commercial engagement as demonstrating execution capability and the competitive cost advantages available at Oxagon through Saudi Arabia’s energy position.
Aiman Al-Mudaifer, Managing Director and CEO of NEOM, described the agreement as reflecting growing global demand for AI-ready infrastructure and NEOM’s role in enabling advanced industries through Oxagon’s integrated ecosystem of land, energy and connectivity.
