Latvia’s largest ports have completed a joint digitisation project that created a unified digital platform for Riga, Ventspils and Liepāja.
The platform aims to streamline port operations, improve customer service and accelerate the exchange of information. It will also reduce manual data entry and strengthen cooperation across Latvia’s maritime sector.
The Freeport of Riga Authority implemented the project with the Freeport of Ventspils Authority, Liepāja Special Economic Zone Authority and several government agencies.
The European Union’s Recovery Fund supported the project, which the partners described as the most ambitious port digitisation initiative in Latvia’s history.
The project created an integrated Port and Multimodal Logistics Services Platform.
Ship agents, shipping lines, terminals and other service providers can now access real-time information through a single system.

It also provides a common communication environment for port authorities and users. Other features include live vessel tracking and interactive digital maps of port infrastructure.
The system provides vessel traffic services with a unified overview of ship movements and port operations.
It reduces the amount of information processed manually and supports coordination between port services, pilots, tug operators and ship agents.
The State Border Guard will also gain access to more comprehensive real-time information about vessel movements and port-issued permits.
Meanwhile, the shared environment connects port authorities, terminals, shipping lines, agents, service providers and government agencies.
The system follows an “enter once, use everywhere” principle. Therefore, participants can reuse data across cargo planning, logistics processes and other port services.

The platform integrates with systems operated by the Latvian Maritime Administration, Latvian Railways, SKLOIS and other public and port organisations.
The project ran from December 2024 to August 2026. The European Union’s Recovery Fund provided €3.24 million in funding.
Participants included the ports of Riga, Ventspils and Liepāja, the Latvian Maritime Administration, Latvian Railways, the Ministry of Transport, the Coast Guard, the State Border Guard and Koksnes plūsmas datu centrs.
The new platform will support the continued development of a unified digital ecosystem for Latvian ports. It will also provide a foundation for new services and future integration projects.
