The Maritime and Port Authority of Singapore has launched several new maritime safety initiatives in partnership with industry stakeholders at the opening of the 13th Singapore Safety@Sea Week.
The announcements span near miss reporting, integrated port operations command systems and autonomous vessel trials, reflecting a broad programme to strengthen safety culture, operational capabilities and technology adoption across the maritime sector.
Senior Minister of State for Law and Transport Murali Pillai highlighted three priorities at the opening: harnessing technology responsibly, preparing early for emerging risks and keeping people at the centre of safety, while underscoring the importance of cross-industry partnerships in building a strong safety culture.
The National Maritime Safety at Sea Council and the Singapore Shipping Association jointly launched the Singapore Near Miss Reporting System, providing sea space users with a confidential online channel to report near miss incidents.
Modelled on the internationally recognised Confidential Human Factors Incident Reporting Programme, the system will have CHIRP independently receive submissions and provide anonymised information to the Council, which will distil key safety lessons for sharing with the wider maritime community.
MPA also announced the operationalisation of the Integrated Port Operations Command, Control and Communications system, developed in partnership with the Defence Science and Technology Agency and ST Engineering to strengthen port operations coordination and situational awareness.
A memorandum of understanding was also signed between MPA and Ocean Infinity to test, evaluate and validate trials for autonomous and remote marine operations in Singapore port waters.
Ocean Infinity will contribute operational insights and lessons from its experience in autonomous maritime operations, while MPA will guide trial design and assess the safety and operational considerations arising from them.
Both parties will also support capability development, operational experimentation and research partnerships.
